Biosketch: Steve Higgins, PhD is a 1987 graduate with a BS in Agricultural Economics, an MS in Agricultural Education in 1995 and a PhD in Soil Science in 2004, all from UK. Steve’s professional expertise in agriculture and water quality includes expert knowledge in livestock manure and waste management systems, manure incorporation methods, livestock mortality management, composting, communication between regulated entities and regulators regarding compliance, and the management and implementation of environmental stewardship plans in agricultural settings. Dr. Higgins is currently the Director of Animal and Environmental Compliance for the UK Agricultural Experiment Station. In this position, Steve’s responsibilities include research and demonstration on nutrient management, soil conservation, and water quality issues, as well as animal care and safety. Through his publishing of extension articles and presentations and demonstrations throughout the state, Higgins shares his unique perspective and working knowledge of water quality and nutrient management issues with Kentucky land owners and farm managers.
